ICBC is the insurance company that provides universal auto insurance to residents of British Columbia. In order to be licensed to drive within Canada, there are several options to apply.

How long will this take?
Timing will vary according to the available appointment slots & the type of licensing tests required. It may take anywhere from a few weeks to a few years (for those that do not have a previous license).

If you are a new B.C. resident and have a valid driver’s licence from another country or province, you can use your licence for 90 days. You must apply for a B.C. licence within 90 days.
What is a knowledge test?
The knowledge test is a multiple choice quiz that will test your driving knowledge. You must answer 40 out of 50 questions correctly in order to pass. This can be retaken 7 days after your last test.
What is the Class 5 test?
The Class 5 examination is the actual road test in which a driving examiner will be testing your driving ability through a pre-set route around the area. If you fail the test, you may retake it after 14 days.
What is the process for each case scenario?
- If you do not have any previous driver’s experience/driver’s license but want to apply for one in BC: For those that do not have any previous driver’s experience/license, you will need to go through the whole application process which can take a few years to get your full license. The first step will be to take the “knowledge test” as well as a vision screening. Anyone over the age of 16 will be allowed to take this test but will require a guardian/parent signature for those under the age of 19. Once you have completed & passed both tests, you will receive your “L” license which allows you to drive under certain restrictions. These restrictions include:

Qualified supervisor that is over the age of 25+ and has a valid Class 1-5 license. They must be sitting beside you in front of the passenger seat.

The L sign must be displayed at all times on the back of your vehicle

No alcohol or drugs are allowed when you drive.

1 passenger limit allowed in addition to the supervisor

No handheld or hands-free electronic devices/cell phones allowed
-
Restricted hours, no driving between midnight and 5 am.

After a minimum of one year, you are able to take the next road test to graduate into the next license which will give you an N license (Class 7)
Once you have obtained your N license, the restrictions applied are:
No alcohol or drugs The N sign must be displayed at all times No electronic devices Limit one passenger only that is a non-immediate family member unless you are driving with a supervisor over the age of 25 with a valid license. After two years of safe driving under an N license, you can take your Class 5 road test. Once you have completed and passed a Class 5 road test, you will receive your full license.
- If you have an International Driver’s license from a country that is accepted by ICBC under their jurisdiction: Those that hold an international driver’s license can do the reciprocal license exchange B.C. has reciprocal license exchange agreements with these jurisdictions listed here. Driver’s license must be exchanged within 90 days of your arrival otherwise you will be required to take a knowledge and a driver’s test in order to apply for a new Driver’s License. If you do hold a license from the countries listed above, you can exchange your license. What is required: Your original international Driver’s License Two pieces of Required ID (Primary & Secondary - see below for examples) Fee for your driver’s license Proof of your driving experience

IMPORTANT: ALL DOCUMENTATION MUST BE ORIGINAL COPIES, EXPIRED DOCUMENTATION WILL NOT BE ACCEPTED
- For those that do have a foreign driver’s license but your country is not listed under ICBC’s jurisdiction. Those who do not hold a driver’s license from a foreign country that is under ICBC’s jurisdiction will have to do a non-reciprocal license exchange. You will have 90 days to complete both the knowledge test & the class 5 driver’s test to exchange. What is required: Your original international Driver’s License Two pieces of Required ID (Primary & Secondary - see below for examples) Fee for your driver’s license Proof of your driving experience Take the knowledge test. The knowledge test is a multiple-choice quiz that tests your knowledge of road signs and rules of the road. You’ll need to get 40 out of 50 correct in order to pass.
