HEALTHCARE SYSTEM IN ONTARIO Healthcare System in Ontario & How Newcomers Can Apply
Ontario has a publicly funded healthcare system that covers medically necessary hospital and doctor services through the Ontario Health Insurance Plan (OHIP). Newcomers, including permanent residents and some temporary residents, can apply for OHIP to access free healthcare.
- How Does Ontario’s Healthcare System Work?
Publicly Funded (OHIP): Covers doctor visits, hospital stays, medical tests, and surgeries. Not Covered by OHIP: Prescription drugs (for adults), dental care, vision care, and physiotherapy (unless under specific programs). Private Health Insurance: Many employers offer extended health benefits for uncovered services.
- Who is Eligible for OHIP?
Newcomers who can apply for OHIP include:
Permanent Residents (PRs) Temporary Foreign Workers (with valid work permits of 6+ months) Refugees & Protected Persons Some international students (with certain permits)
Waiting Period: Ontario used to have a 3-month waiting period, but it was waived during COVID-19. Check with ServiceOntario for the latest rules.
- How to Apply for OHIP as a Newcomer
✅ Step 1: Gather Required Documents You need three types of documents:
Proof of Immigration Status (e.g., PR Card, Work Permit, Refugee Papers) Proof of Ontario Residency (e.g., rental agreement, utility bill) Proof of Identity (e.g., passport, driver’s license)
✅ Step 2: Visit a ServiceOntario Center
Go in person to a ServiceOntario location with your documents. Fill out the OHIP application form (available at the office or online).
✅ Step 3: Get a Health Card
If approved, you’ll receive a temporary paper health card. The physical OHIP card (with a photo) will be mailed to you.
- Healthcare Services While Waiting for OHIP
Since processing may take time, consider:
Private Health Insurance: Buy coverage from companies like Sun Life, Manulife, or Blue Cross. Community Health Clinics: Offer free or low-cost medical care for newcomers. Employer Benefits: Some jobs offer private insurance immediately.
- Finding a Family Doctor Register with Health Care Connect (helps match you with a doctor). Walk-in Clinics: Available for non-emergency care without an appointment.
Telehealth Ontario (1-866-797-0000): Free medical advice 24/7.
